V-ChEPC is an initiative project which has collaborated by public and private sectors in Thailand. The project has been running as a trial program for vocational students who want to continue studying in high-vocational level. In 2007, Mabtapud Technical College in Rayong Province has been the pilot program, the student will be enrolled in petro-chemical module of this school.
The reason that V-ChEPC project is very important to Thailand because the educational system in the past cannot provide an effective labor to the petrochemical industry. Meanwhile, Thailand’s economic has high demanding in skilled labor from Vocational School. But a lot of people prefer focusing on social science in university dues to their attitudes towards Thai’s Vocational System. SCG Chemical and PTT Global Chemical, as members of the V-ChEPC founder, took their experiences in C-ChEPS and PI-ChEPS succeed to develop this project.
SCG and PTT has been pursuing Constructionism Learning Model to contribute as the module in this program, and called C-ChEPS and PI-ChEPS orderly. Both are the internal training to develop employees’ capacity. With those achievement, companies gained more effective in production including with the reducing in labor’s accident, and also reducing in energy consumption according to more skilled labors that been graduated from this program. These collaborating aims to acknowledge V-ChEPC’s teacher to understand all the necessary method. For example, Mediation, Dialogue, Mind Mapping, Portfolio, 7 Habits, Six Hat, and Relations. Moreover, the Constructionism Learning Model is containing with these following method as Learn how to learn, Thinking and Problem Solving Skills, Learner Center Learning, and Project Based Learning. Those mentioned methods aim to create critical thinking process among the students including with imagination creating. Also, team-working skill, LEGO-logo problem solving, real scenario operational, presentation and knowledge exchange, and many others.
Shared Value Initiative
V-ChEPC Project that has been running by Mabtapud Technical College; Public Educational under Ministry of Education, also being supported and managed according to these following details;
- Collaborating in sponsorship, internship, and menthor from private sector (SCG Chemical, PTT Global Chemical, DOW, UBE, SPRC, and Thaioil)
- Academic’s supporting by Suksapadhana Foundation, Thailand Petroleum Institute, Rajamangala University of Technology Thanyaburi, King Mongkut's University of Technology Thonburi, and Office of the Vocational Education Commission.
- Collaborating with Dharhunsikkalai School to develop teaching ability; training teacher to be a facilitator rather than lecturing only.
Regarding to all mentioned above, the solution lies in the principle of shared value, which involves creating economic value in a way that also creates value for society by addressing its needs and challenges. Businesses must reconnect company success with social progress. Shared value is not social responsibility, philanthropy, or even sustainability, but a new way to achieve economic success. It is not on the margin of what companies do but at the center. We believe that it can give rise to the next major transformation of business thinking.
All V-ChEPC students will be sponsored the course fee including with accommodation in the college campus. Most importantly, job positions when they are graduated in the above sponsored companies or other companies in petrochemical industries with higher income comparing with others program in vocational degree.
In 2015, the amount of graduates from V-ChEPC is 285 people, 55 of them have been employed with PTT Global Chemical, 43 have been hired by SCG, 23 is working with DOW, 13 of them is working with SPRC, 10 with UBE, 18 with Thai Oil, also the other graduates are working with unsponsored petrochemical companies, and some of them are studying in bachelor degree.
Meanwhile, V-ChEPC procedure is related with national policy about human resource development and competitive advantage performance. The project has delivered higher household income than usual to the graduates, including with reducing in unemployment rate in Thailand. The graduates start up with 26,000 Baht per month while average household income income is 25,194 Baht (Thailand’s GDP in 2014).
Therefore, Petroleum Thailand Institute has started tutor program to encourage and prepare students in Rayong specifically in 2012 for attending V-ChEPC. The amount of students who have been joined this tutor program was 40% out of all students in Rayong. As a result, V-ChEPC could be considering as the project that directly respond to the social needs in the area of sponsors’ manufacturers.
The Power of Collaboration
V-ChEPC and the Constructionism Learning Model curriculum has been highly interested by vocational institute in Indonesia and UNESCO in Bangkok. Those organization would like to be collaborated with the project including expanding the performance as well. However, it could be seen that the PPP (Public-Private Partnership) collaborating is actually multi-stakeholder collaboration since the beginning. This collaborating is involved with national policy level by Office of the National Economic and Social Development Board and Ministry of Education. Also, Office of the Vocational Education Commission as the operational level. The overall aim of this project is to solve national problem about ineffective grandaunts who cannot be responded to market needs including with economic competitive performance. Moreover, V-ChEPC also be collaborated by the Federation of Thai Industries which is the private sector, and Suksapadhana Foundation and Thailand Petroleum Institute which are civil society organizations as well.
At the same time, Dharhunsikkalai School is supporting the Constructionism Learning Model that has been developed as the module in this project. Dharhunsikkalai School is the innovation school of King Mongkut's University of Technology Thonburi that has been experienced by C-ChEPS (internal training of SCG) and PI-ChEPS (internal training of PTT) in teaching method. In addition, the location and mentor in this program were from the corporates’ asset which indicate succeed in Constructionism Learning Model because the private sectors have been fully participated with this program.
Apart from the benefits of strategic philanthropy management that Public-Private Partnership will be taken, all sponsoring companies that have employed those graduated vocational students earn direct benefit by reducing cost in recruiting and training process. Regularly, the company will accept staff generally, not specific skilled student which probably not effective qualified due to the recruiting source.
